It's the head of a Rayquaza as you can plainly see. I gave it pierced ears cuz I like giving pokemon weird human accessories. I 
Rayquaza cuz....well....for many things. First, he's on my top 10 fav pokemon cries. Second, he has an evil smile when you send him out in Pokemon Diamond and Pearl. And finally, he's an awesome legendary.
